A power that comes up after the ten, speaks great words, wears out the saints, and holds a measured period of dominion.
See it
Small at first, growing among horns already present, with eyes and a mouth — the vision gives it perception and speech, not just force.
The timing constraints
It rises after Rome is divided, it continues to the judgment, and its dominion is measured. Any candidate has to satisfy every one of those at once.
Why Greek successors do not fit
A ruler inside the Greek period is earlier than the divided-Rome stage the text requires and cannot reach the judgment scene the vision ends on.
